Measles Outbreak in Manitoba: Why Some Residents Remain Unfazed

In the heart of Manitoba's Southern Health region, a measles outbreak is unfolding, yet many residents in the Winkler-Morden area seem surprisingly unconcerned. But here's where it gets controversial: despite the region reporting over 50 confirmed cases—the highest in the country—some locals believe the situation is being blown out of proportion. Could this complacency be a ticking time bomb, or is there more to the story than meets the eye?

The Southern Health region, encompassing Winkler and Morden, has seen a resurgence of measles, a highly contagious disease once nearly eradicated in Canada thanks to vaccination. According to Health Canada's latest data (https://health-infobase.canada.ca/measles-rubella/), the area has recorded more cases in 2026 than any other region nationwide. Yet, during a recent visit, CBC News found that many residents, like Maddy Friesen, remain unfazed. 'I think people are making a little bigger deal out of it than it actually is,' Friesen remarked outside a Winkler mall, about 100 kilometres southwest of Winnipeg. 'If you get it, it sucks, but what can you really do? You get it, you get better, you get the antibodies, and you're good to go.'

And this is the part most people miss: while measles typically presents with symptoms like rash, fever, red eyes, and mouth spots, Dr. Eleni Galanis, a director at the Public Health Agency of Canada, warns that a small percentage of cases can lead to severe complications. 'A small proportion can get severely infected and require hospitalization, either due to pneumonia or inflammation of the brain, which can result in long-term issues like deafness or blindness,' she explained.

Despite these risks, measles isn't a hot topic in Winkler. Deputy Mayor Andrew Froese noted that unless you're infected or work in healthcare, life goes on as usual. 'Honestly, I don't hear a lot of it outside of the health world. So in our everyday lives here in Winkler, there may be some conversations in the coffee shop, but it's not a common conversation right now,' Froese said. He added that while residents follow public health guidelines, they generally aren't overly concerned. 'A lot of us don't see what's going on in the hospital. We see what's going on in our workplaces or in public, and for myself, I don't see it very often. So when they report cases, I mean, sometimes we're a little bit surprised.'

The outbreak has put a strain on local hospitals, which must implement strict isolation protocols to contain the virus. Margo Singleton, an infection prevention practitioner at the Bethesda Regional Health Centre in Steinbach, explained, 'Anyone who presents with measles is directed to an airborne isolation room or a room that can be closed at all times.' These measures, while necessary, reduce available space in facilities like the Boundary Trails Health Centre, the region's major hospital, which has reported multiple exposure incidents.

Here’s the kicker: vaccination remains the most effective prevention method, yet vaccine uptake in Southern Health is alarmingly low. In 2023, only about half of seven-year-olds in the region were immunized against measles, compared to two-thirds provincially. This drop from 74% in 2015 is particularly concerning, as 85% of recent measles cases in Manitoba involved unvaccinated individuals.

Manitoba's Chief Provincial Public Health Officer, Dr. Brent Roussin, emphasized the importance of trust-building over mandates. 'We're going to continue to rely on messaging, access, and trying to build that trust [between] health-care workers and people in these higher-risk areas,' he said. However, the lack of official guidelines for large events has raised questions, especially after exposures at events like Brandon's Ag Days and a Winnipeg Jets game.

A thought-provoking question for you: Is individual choice regarding vaccination a matter of personal freedom, or does it become a public health concern when it impacts community immunity? Share your thoughts in the comments.

As the outbreak persists, the question remains: will the Winkler-Morden area wake up to the risks before it's too late? Only time will tell.
